I know this is 3 years old, but I FINALLY found the issue. Turns out the body shop when the jeep was repainted was a bit harsh on the wiring harness. The coil 12v positive power worked ok, but the wire was damaged. It produced enough power to cause a spark at low RPM's, but not enough to make a hot enough spark as the motor vibrated more and revved higher. Kind of something hard to find, but it is almost ALWAYS something simple. I know this is a 3 year old thread but I figured I'd update everyone!

Glad you updated. Just how did you happen to find this bad wire? I have seen bad crimp connectors do the same thing..

My Uncle was a CJ5 Mechanic in Vietnam. We went through everything together and he was stumped as well. Eventually we pulled out the jumper cable and started jumping wires - the plugs were fouling so the fix was not immediate. After driving it for a while however, it seemed to start running slightly better. After replacing the plugs the Jeep ran great. To be honest I drove the vehicle for a few days with the jumper wire on the Coil due to the sheer excitement of it running properly.
