Do they have 2 big nuts on the backing plate, around the 2:00 and 10:00 position?
If so, you have cam adjusters. You will need to loosten the lock nuts and rotate the shafts to allow the shoes to retract.
It may be still rusted up inside.

If the brake cylinders are rusted in place, adjusting the shoes won't do any good. I would suggest taking the hub off with the drum like the old style 9" drums. This what I had to do to a set like yours. I wanted to swap the later drums/hubs off a junk 3B to my '49 to make the brakes easier to work on. I had to use the rear hub puller as a slide hammer because the 3B uses those stupid backing plates withe the big lip that goes over the drum. I couldn't pry them off.

You need a hub puller like this one.

When you get them off get some 11 inch drums with the bendix backing plate , you'll be amazed at the difference in braking power.

The 9" drums are just fine for a stock flatty. If you keep them maintained, they will be just fine.
