Everywhere I see heater seals listed they are for '76 and newer. If there really a difference for the heater motor to cowl seal and the tube seal (#4 and 6) from 1974 to later models?

Yes, nearly everything changes for 1976. If it's listed for '76 and not '74, it's 99.9% likely it's different.

You can buy the parts catalog for '74-80 and look it up yourself. Inexpensive on RockAuto. That picture does not match what's shown for a '74. It's the '78 and later drawing from a later book. The aftermarket sellers are clueless about year ranges and such things. If they are selling that for a '76, it's wrong. Wrong for '74, wrong for '76.

#4 and #6 are not used on a '74 or '76. A rectangular piece of foam Jeep PN 975581 is shown for 1974, available online if you search for the part number.

I've got the Detroit Iron book, at your suggestion from Rock Auto some time back. My question is, whom do I go to to buy parts based on the numbers in that book? And thank you for the clarification on years; I keep hoping some items would fit between '74 and later. I've already made some of my own parts just because I can't find them and probably will do the same with these seals.
