what if the T case was in 2 high but the front hubs were locked...would that be enough extra load/drag to slow it down?
doesnt seem like it would make alot of difference....but....

No, that wouldn't limit his speed

I'm thinking if it's a twin stick he may be in 4wd unknowingly? When in neutral, he can rev it at any rpm, no problem.

but in neutral there is no load...so it will easily spin up to higher rpms
im gonna go with compression test...

Check for an exhaust restriction ?
When I crushed a pipe, mine would not reach half of its normal power.
With 32s, mine hits 40mph bout 2200rpm, in high gear. Engine should spin
    safely to 3500rpm.

I would guess the timing needs advancing just a smidgen.

If it were mine, and no exhaust stoppage,( little animals like to stop up exhaust), I'd do a, major tune up spec ,check! Air filter clog, another possible? Air in, air out ,gotta be low restriction!
Even though their low on HP! They pull like a Tractor, from idle to bout 3K!( when In proper running state)?
    Things to set or ckeck?
    Fuel getting to carb?
Plugs gaped and or filed clean?
    Cap, rotar, terminals, clean?
    Plug wires?
    Plugs clean or replaced?
    Blue fire at plug?
Air in, air out no restriction?
    Timing?
    Brake drag?
    Properly inflated tires?
    Good Luck!

Could be almost anything - but until it is tuned to specification, any guesses are just spitting in the wind.

When we got Tonk he wouldn't get over 35. After we pulled two layers of green shag carpeting out from behind the gas pedal he's hit 45 :D

My '64 Tux came with a single stick, and I had a '65 CJ5 with single stick, but it did also have a 60/40 seat. Maybe the seat made the difference up through '65? My Early '66 V6 CJ5 is also single stick with bucket seats.

I believe all V6 Jeeps got the single stick. I was under the impression that Tux Park git the single stick and column shift to make room for a middle passenger but I could be mistaken about that.

My 64 Tux had the bench seat and a single stick? I am not sure if the 64 single stick is a large index transfer case or not, I used a 66 single stick and it was a large index transfer case. I still have the 64 single stick I will have to dig it out and see if it a large index. Just wondering, maybe someone here would know. Anyway good luck on finding out why it is so slow.

Sounds to me like you are running on 2, maybe 3 cylinders. One jeep I had gotten, the PO had the firing order wrong. I could start it and it ran fine. I could also drive it too.

Jeepstar has a good point. Maybe full throttle isn't there.
