windshield hold-down strap

On my 66 the PO gave me a web strap and said it was the original hold down for when you put the windshield down. But there isn't any way to fasten it to the windshield. It looks like there are 2 holes for a footman loop at the center of the w/s but the holes are too close for any footman loops that I have seen. There is a welded footman loop to the left that is at an angle to keep the strap out of the way when the w/s is up.
Was there a strap that should be on the windshield over the mirror?

Exactly, footman loop, other threads on here talk about it to. I think last week I saw a thread where someone was using and old dog collar for theirs and it gave some good pictures of what and where it was attached.

Try this picture. My 66 has a mirror installed in the holes where the footman loop is.
What are the 2 holes for? I thought those would be the ones for the strap.
