I have four 16x 4.5 wheels I am trying to complete the set. I have opportunity to buy one more but one of the lug nut holes are split like the lug nut is over tightened. Cant that be hammered back into place and welded back together and redrilled? Or just use that wheel for the spare.

If it didn't cost that much, why not? It'll make a nice spare, unless your into tire rotation!

It could be torch or Tig welded and peened to stress relieve it, and reshape it, and filed back in shape without a lot of work. Question is how did it get like that? it may be bent, I would put it on a Jeep without a tire on it and turn it to check for run out. Good Luck

If it was me, I'd judge it to either be safe - or not. Probably I would fix it and use it. Otherwise it should be destroyed.

But "as a spare only" is a bogus argument. Someone someday won't know that, and will mount it... Will it be safe at speed?

It's torn from the center of the wheel to the inside of the lug hole.

That just looks like a bad idea. They must have broken three out of the four wheel studs and didn't want to replace them.
