Tc Cover Screws

This is almost not a tech question! 69 JC with a D20 TC. These two holes on the TC shift cover line up with the cage nuts on the transmission tunnel cover which are 1/4-20. The parts manual calls for a #8 screw, which does nothing. I can’t quite squeeze a 1/4-20 bolt in. I could drill out the holes on the shift cover, but it is pretty much original. I get good grip with a #12 sheet metal screw.

What would you guys do?

Do the cage nuts in question look like they were ever replaced?

I'ld find new 1/4-20 cage nuts.
 
The cage nuts look original. The holes on the TC shift cover are too small to pass a 1/4-20 machine screw. The black screw at the bottom is a #12 sheet metal screw.
