So I've consulted my manual and I believe this spring which is currently runs from the throttle lever on my carb is in the wrong location. Right now it goes from the throttle to the air cleaner and is acting as a return spring. Am I correct that this should be moved to the drivers side of the engine block running from the accelerator linkage to the block?

Yes. The throttle linkage has a spring that goes from the driver's side down to the clip that is normally bolted to the back of the oil pump housing.

I guess that's easier than me trying to describe "the spring goes from the thing to the thing" haha

The bottom spring attach point is 1/8"NPT square-head plug with a hole drilled through the square top. These are usually lost at a rebuild.

It took me a while to find that little hole for the spring in that plug, I thought it just hooked on the plug, that didn't work so good. LOL
