If you were building one what weight rating would you use for the axle?

3K probably. But only because I know I will overload it at some point with spair Jeep parts.
Edit: I was kidding. IIRC most plans call for about 1500lb rated axles.

I've seen 2000 lb more than anything.

I have an extra Spen trailer axle that is rated 3/4 ton. I was going to ebay it and having a use for it besides under a Spen would help it sell.
Next question is is it wide enough?

Depends... Most teardrops would be ~48" wide (or bigger) at the frame. So something like this would be used I think:

But, there might be somebody wanting to build and tow one behind a fairly small car, and that would be a way to cut down on size/weight. I am guessing the Spen has ~40" centers like my Bantam?

It depends on what your going ti build it out of and the size of it
