Ramsey Pto Lever Stuck

    I'm new to a lot of this. My jeep has a Ramsey PTO on the front. I have yet to try to run it because I am unable to spool it out. The lever seems to be frozen. I'm assuming it should move freely (and there isn't some sort of release that I'm missing)? Any tips on how to get it unstuck?

    The only thing it could be is that the dog clutch that the lever/fork moves back & forth on the shaft is rusted in place.

    Some PTO winch controls can jam up under stress if the mounting points are not firmly torqued and well aligned.

    More likely corrosion or dry grease/crud though.
