I'm done with the Jeep and ready to take a test drive but have no brakes. I replaced everything in the brake system. Proportional valve is original. I've bleed several times and not seeing any air in the lines. I can pump the pedal 20 or so times and will have a little pressure then.

That's fun. I remember having "repaired" a Norton 600 when young. I made some driving, and, arriving at a road stop, near my house, no effect of the "brakes" :cry:so I crossed the road 'non stop'. No vehicle in the other road by chance. :p
I have no solution for you. Check the shoes, must be clean and dry. Better to be 2 people to check the brakes, so you can make tests.

As long as I can pump several times the back will lock up on gravel. It's like the fronts done exist

just to ask...did you bench bleed the master cylinder first? Are you seeing any brake fluid leaking out anywhere?

No I didn't. There is just a tad of brake fluid leaking out of the master cylinder. Best I can tell is that it's coming out around the clamp that slips over the top. Brand new one to. Don't know if it matters but when bleeding, the front section shoots fluid up when the top is off. Maybe it's suspose to do that? Been closing the lid. Good fliud pressure coming out all valves and no air. Back brakes are ok but no front brakes at all.

Check to make sure the front brakes are properly adjusted?

That's what I was thinking about checking next. I get a decent pedal when pumped about 6 times and it hold till I let off.

Thanks for the advice guys! The front brakes were out of adjustment. This is first rig I've messed with that had front drums. It stops pretty good now. Won't slide the tires on gravel but almost. Should I adjust them just a tad more so the will lock up?

They are self adjusting. You need to drive in reverse and apply the brakes to activate the self-adjusters. Do this maybe a dozen times, depending on how well you adjusted the brakes before you put them together. This is in the TSM.

They were out bad! I tried the backup and foward several times. Finally took the front wheels off and ran the adjuster around until it was close. Much better now!
