Is it ok or would it not be wise to run 9 leaf in front and back on 1974 Renagade cj5, has the 304, didn’t it come stock with 7 in the front, 9 in the back?

I think it's your call what you want to do.
Whatever your back and kidneys can take.
For the record, the parts manual does show 9 and 10 leaf spring packs for the front.
Next to the 10 leaf listing, it says "light" whatever that meant.

If it's a real Renegade, I'd expect that to include the HD springs and shocks option. My '73 had this option and came with 10 leaves front and rear. Pretty sure my first '75 CJ-6 - also with that HD spring option - had 10 front and rear. My current '75 CJ-6 came to me with the standard 7 front and 5 rear - which is strange because it had a factory hard top and I thought that required the HD springs. As Jim describes, there were several combinations. And the leaf count isn't strictly comparable across different spring designs. And there's the Jeep factor ...
