So I decide to pull the carb off for a rebuild and the two front mounting bolts snap off.

After cleaning all the rusted gunk and gasket and drilling out the broken bolts, I thought of maybe pulling the carb off the other 67 to get this one back running while I wait for a rebuild kit and the front bolt snapped off that one!!

Is it common for those bolts to rust up easily?
Should I put something on like anti-seize to avoid this later?

Common enough. I had one that somebody had welded a stud to what was left in the manifold rather than try get it out.

    Would studs be better?

I'd personally prefer to install studs.
