Are these seat belt anchors?

Id like to get the seat belts put in the Jeep before the weekend to take the kids out.
On each rear wheel well theres a large phillips head bolt that goes thought the back to a plate/bolt.
If this is for the seat belts, I can't get it to move. Tried liquid wrench, even a impact screwdriver.

Any suggestions or suggestions where to best drill a new hole for the seat belt anchor?

    Thanks

put some penetrating oil on the undeside of the bolt and then grind the exposed threads flush with the nut. The heat generated from grinding may help the penetrating oil penetrate the rust. Grab the outside of the head of the bolt with a pair of vise grips and tap the vise grips with a hammer to see if you can budge the bolt.

If not, drill through the phillips with a 1/8" carbide tipped drill all the way through to the underside. Then drill from the underside with a 1/4 or 5/16 bit, which may grab the bolt enough to walk it out, saving the threads. If not, drill it out to 3/8 and use a 3/8 bolt and a nylon locknut on the underside to secure the seatbelt.

I hope you have a roll bar. I rolled a 59 cj5 eep doing no more than 5 mph in my back yard when I was 19 or so and that was 46 years ago. Nephew in the front and two nieces in the back. Windshield down, spare tire mounted in the back. No roll bar. Nephew would have been killed if belted in. He got away lucky with just a broken femur.

I've seen jeeps with rollbars which the body is so rotted that the rollbar will rip from the top of fender mounting and fail to hold up the jeep in a rollover.

My son was in a rollover crash on a wooded trail. He was belted in the back seat. The front seat passenger was sitting on the 4 point harness when the jeep overturned. Passenger died from head hitting roll bar.

Be careful with the kids...... You can have a lot of fun or a lifetime of regrets.
