Theres a cap with 4 bolts on top and on the bottom, 2 bolts from the top cap hold the brake line in place, are these knuckles filled with oil, one side had oil and the other side didn't.

Both knuckles are supposed to have lubricant, at least up to the side fill plug. Search "cornhead grease" or "knuckle pudding" on this forum.

The original spec was oil, but they leak a lot with oil in them. Most use some loose grease or grease-oil mixture - search the terms Donny suggests above.

How do the bearings feel? Any up/down slop in the knuckle?

    yup.

Also, with the tie rods removed & bell seals removed, it should take 14lbs pull on the arm to make the knuckle move.

Do a search here on "death wobble", lots of discussion on the knuckle bearings.
