1969 jeepster resto--body bolts and washers

    hello men and women,, new to the forum, long time jeepster owner. just got my tub back from the sandblaster and im ready to mount it to the rolling chassis.:) five years in the making. all of the bolts and washers were rusted and done. bought some miscellaneous parts. washers conected to the sleeve some of the parts just the sleeve. wondering how the mount is set up. sleeve with washer on top down or sleeve with washer from the bottom up? thanks for all input.:)

    condensed, from the parts book
    I believe this set-up is 71 and prior
    the frame looks like the early frame
