Not sure about your top brand, but the old whitco tops had this flap and snap also. the snap went on the inside of the windshield frame.
Per the 74 TSM, for the T-15, the nut torque is 130-170 ft. lb.
Would be a good idea to replace the self locking nut with a new one.

I am not sure, It has been almost 3 years sense I bought my parts from him. the guy has/had a machine shop in Missouri and custom machined them...
