I just hooked up my gas gauge on my 67 CJ5. I checked the sender before I installed. It was about 75 Ohms with tank right side up and near 0 Ohms when I turned the tank upside down. I put in about 3 gallons but the gauge did not move. I double checked the wiring and the ground. Pink wire (sender) to outside of cluster and red wire (hot) to inside of cluster. I used a test lamp and the red post showed power present. When i put the test lamp to the other post, the lamp flashed about twice a second. I went to the tank and the sender there did the same. What's going on?

The power is being regulated as it is supposed to be.
The flashing is normal and would indicate A-OK to me.

Look very closely at the fuel pointer and make sure it is not jammed over to far on the E side. It should be indicating some fuel if you are getting some flashing from test light. The test light load (resistance) duplicates the sender (resistance) to a point so the gauge should be indicating something.

See if this thread gets you down the right path.

Post #28 and #31 should help. Unfortunately there is a dead link in the thread. :steamed:
