In addition, rebuild the steering shaft bushing if it needs it. (flat rubber disk just before the gear box). I did mine and it helped.

I have this also and after checking everything else I found my front top leaf in the spring pack is shifting back and forth. It will stick then all of a sudden let go and hit inside the spring holder.

As for the tow bar issue, I have experienced this. For me it turned out to be the height of the tow vehicle compared to the Jeep. The tow bar needs a downward angle from tow vehicle to vehicle being towed.

My Jeep has a 2"lift when I tow with my 2wd pickup the ball is lower than the front bumper and the jeep won't track going around sharp corners and usually makes the wheels turn the opposite direction. But If I tow with my lifted Suburban the ball is higher than the Jeep bumper and it follows without a problem.

Thar flat rubber disk is often called a "rag joint" and was never used for CJs AFAIK. They were used in Wagoneers and J-trucks - my J10 has one. If you have one, I'd expect it to be part of a steering conversion. From the factory, the complete joint, splines to splines, was riveted together, but you can buy just the rubber part from Dorman and refurbish the joint you have. The Wagoneer guys have an upgrade for the rag joint that substitutes a u-joint and slip-joint from an XJ for the xisting lower shaft. Can't guarantee that it will work on your steering, but you could check it out.

I should have noted that I have a Saginaw conversion and this might be N/A in his case. Definitely not stock.
