Delco or Prestolite? Most caps have an indexing tab that keeps it from rotating. The downward pressure is spring loaded.

i believe prestolite, what keeps the rotor from turning, are the indexing tabs just on the cap

now you have my curiosity . by saying it moves . are you referring to . that you can twist the rotor button on shaft by hand
if so this is normal . it's design is to move with the centrifugal advance weights

Yes if I take the cap off I can turn the rotor by hand,
I can still turn the cap and rotor with the cap installed,

Is the rotor turning on the shaft, or is the shaft turning with the rotor? Is the turning only about 15-20 degrees, then stops turning, or can you just spin it all the way around.
The cap should have a tab that fits in a notch in the distributor housing, at least on a Delco unit.

Ive a little more info for help. Has the jeep been running, recenty tuned -up, or a project.
I bought tune-up parts for my 71 dauntless and the wrong cap and rotor were supplied.
Looked bery simiar by the cap was a little larger diameter and would not catch the index.
